Working Groups
Cluster 3 has 5 working groups reflecting the ECM framework of:
Be Healthy
Be Safe
Enjoy and Achieve
Positive Contribution
Economic Well-being
Working groups are operational groups and will work to identified priorities. Cluster 3 uses a ‘bottom-up’ approach to identifying priorities which reflect the needs of the locality, its partners and city wide plans.
Membership:
Working groups will have membership appropriate to the task and the CDM will be a member of each group. Each group can elect its own chair on an annual basis. Individuals can be co-opted, invited or included in revised core membership subject to the implementation of the Cluster Business Plan and developments in the planning process, to fill gaps in experience, knowledge or skills. They will be given terms of reference by the Cluster Partnership Board. The terms of Reference will include the aims, objectives, actions, success criteria, target group/s and resources. Working group may be time and task-limited. 3 representatives from each Working Group will report back to the Cluster Partnership Board who will have the strategic overview of the Cluster Business Plan and the locality. Each Working Group may have a number of tasks and finish groups working on Cluster priorities.
Working Groups can bring forward proposals to Cluster Management Board for projects to be funded. Each proposal must be fully costed, have outcomes linked to the Cluster Business Plan, have a specific time limit and demonstrate how the outcomes are to be monitored and evaluated. Evaluation reports must be uploaded to Cluster website for dissemination purposes.
